Senator Santarsiero Applauds $7.5 Million in State Funding Awards for 10th Senate District

BUCKS COUNTY – Noviembre 1, 2024 – State Senator Steve Santarsiero (D-10) announced today $7,449,800 million in state funds from the Redevelopment Assistance Capital Program (RACP) for eight projects across the 10th Senate District.

The awards are as follows:

  • $500,000 to Bristol Borough for Adams Hollow Creek Flood Mitigation,
  • $500,000 to Bucks County Biotechnology Center for Incubator Expansion,
  • $700,000 to Bristol Borough for Bristol Borough Consolidated Fire Station,
  • $1,400,000 to Cornerstone BioComp for Expansion in Bristol Borough,
  • $2,025,000 to Delaware Valley University for construction of a Poultry Science Center,
  • $1,324,800 to Holy Family University for Newtown West Campus Expansion,
  • $500,000 to Doylestown Township for the Community Recreation Center, and
  • $500,000 to the Oscar Hammerstein Museum and Theatre Education Center for Highland Farm renovation & preservation.

“I’d like to thank Governor Shapiro for prioritizing projects that will grow our local economy here in the 10th District,” said Senator Santarsiero. “I am proud to have advocated for these diverse projects that will directly benefit our residents and boost our local economy.”

Adams Hollow Creek, which runs along many residences and businesses in Bristol Borough, will benefit from flood mitigation measures along the northern portion of the creek.

Senator Santarsiero said, “Improving flood safety around Adams Hollow Creek is necessary to ensure safety for the community, as well as its many surrounding businesses and natural resources.  Bristol Borough has demonstrated a strong commitment to addressing flooding concerns and I was happy to support this funding award to mitigate risk of flooding along the creek.” 

“Securing funding for flood mitigation measures along Adams Hollow Creek is crucial for safeguarding our community against future flood risks,” said Rep. Tina Davis (D-141) who represents Bristol Borough.  “By implementing environmental remediation and constructing a floodwall, we will not only enhance the area’s flood storage capacity but also restore vital ecosystems. This project represents a proactive approach to protecting both our infrastructure and our natural environment, ensuring resilience for generations to come.”

Bristol Borough will also consolidate four fire station facilities into one centralized location, constructing a new facility on the corner of Prospect Street and Jefferson Avenue.

“In emergency situations it is critical our firefighters can respond in a timely and efficient manner, which is exactly what consolidating the fire stations in Bristol Borough will do,” said Senator Santarsiero.  “The new, centralized location will allow emergency services to reach all parts of the Borough more easily and the reduced operating costs of a single facility will provide an increased benefit to the community.”

Rep. Davis said, “Investing in the construction of a centralized fire station in Bristol Borough is essential for enhancing public safety and community resilience. This funding will not only provide modern facilities for our firefighters but also ensure efficient emergency response, improved traffic management, and sustainable stormwater management—ultimately creating a safer environment for all residents.”

Cornerstone BioComp Dental Lab, a dental implant manufacturer in Bristol Borough, will use the funding to redevelop the property at 100 Wood Street and expand its business.

“I recently toured this facility and saw its thriving manufacturing operation,” said Senator Santarsiero.  “This investment will grow the company’s footprint, and enable the hiring of fifty percent more employees, boosting our local economy and putting people to work.”

Rep. Davis added, “Supporting the redevelopment of 100 Wood Street is vital for the growth of Cornerstone BioComp and the Bristol Borough community. This project not only addresses the immediate needs of our expanding workforce but also enhances energy efficiency and boosts manufacturing capabilities. By securing RACP funds, we are fostering innovation, creating jobs, and ensuring a sustainable future for our local economy.”

In Buckingham Township, the Pennsylvania Biotechnology Center will continue its expansion with the renovation of an existing warehouse building to construct new research and teaching labs, offices, and meeting spaces.

Senator Santarsiero said, “I am especially proud of the growing biotech corridor we have right here in Bucks County. The need for more labs and incubator space both in Buckingham and in partnerships like the one with Holy Family University in Newtown prove we are becoming a destination for cutting edge research with the support necessary to bring that research to market.”

“Governor Shapiro is the first governor in decades with a business plan,” said Rep. Tim Brennan (D-29). “A huge part of that plan is prioritizing investment in the life sciences. That is great news for Bucks County because we have become a leader in the field and this funding will help maintain that status,” said Brennan. “Investing in these industries strengthens our local economy and helps provide residents with opportunities to secure good jobs that make a positive impact on our lives.”

Delaware Valley University will also be expanding, constructing a new Poultry Science Center on the main campus.  The facility will include space for classes and trainings, in addition to on-site processing, chicken housing and research spaces.

“Delaware Valley University, as a leader in agricultural science education, is uniquely positioned to meet the growing need for higher education programs focused on poultry science,” Senator Santarsiero said. “The new Poultry Science Center will provide students with hands-on educational experience to successfully join this growing work force, while providing continuing education to local processors and industry professionals.”

Rep. Brennan added, “In my first term, I worked to preserve agriculture space, advancing a bill to save more farms – a huge challenge in the 21st century.  Projects like this make sure we are doing the most we can with that preserved space.  Delaware Valley University (DelVal) has consistently demonstrated a commitment to excellence in agricultural sciences, and the Poultry Science Center is a testament to the institution’s dedication to innovation and progress. This project is important to Bucks County, not only in terms of education and research, but also in promoting economic growth and sustainability.”

The funding for Holy Family University will support the expansion of the school to the Newtown West campus, including building construction, roof work, technology upgrades and surface paving.

“The expansion of the Holy Family campus in Newtown will provide additional space to offer quality education for its students, as well as an opportunity to expand the biotech incubator footprint across our county,” said Senator Santarsiero.  “Cross-collaborative projects like this will continue to grow our region as a biotech destination while exposing students to cutting-edge fields and opportunities.”

Rep. Perry Warren (D-31) who represents Newtown Township said, “We are fortunate to have the Holy Family University campus at the crossroads of our communities. This grant will fund infrastructure improvements that will enhance Holy Family’s educational services and will benefit current and future students, and by extension, our employers and communities.”

“Thank you to Governor Shapiro and to Senator Steve Santarsiero and Representative Perry Warren for supporting this funding,” said Dr. Anne Prisco, President of Holy Family University. “Newtown West is going to be groundbreaking for Holy Family University, Newtown, and Bucks County. The new campus will bring together innovation, biotech, nursing, cybersecurity, and business entrepreneurship into one space.”

Doylestown Township will receive funding for the ongoing construction of the township’s new community recreation center, including the addition of tennis and bocce courts, additional parking and stormwater management systems.

“The new community recreation center will provide a place for residents and community groups to meet and will offer a variety of programs to keep people of all ages physically fit and active,” said Senator Santarsiero.  “The construction on this project is underway and I look forward to seeing its completion as a gathering place for Doylestown residents and the broader central Bucks community.”

Rep. Brennan added, “When you look at populations across Pennsylvania, the 29th District is unique by being in the top 10% for two types of households; families with young children and senior citizens. This project offers something for people of all ages to enjoy. This is especially welcome news in light of Doylestown Township celebrating the 30th anniversary of Central Park. I am so proud to work with Senator Santarsiero and the Doylestown Township Supervisor to continue to provide some of the best park spaces in the state for our community.”

The Oscar Hammerstein Museum & Education Center project entails renovating and preserving Highland Farm as a museum and education center dedicated to the life and work of Oscar Hammerstein.

“We are so fortunate to have Highland Farm, where Oscar Hammerstein was inspired to write some of the most classic American musicals, right here in our community,” said Senator Santarsiero.  “I’ve enthusiastically supported this project to protect and preserve this property, and I look forward to the museum and education center coming to fruition so future generations can appreciate the value of Hammerstein’s contributions to theater and our local history.”

Museums and cultural centers are essential to a vibrant community that attract both residents and visitors,” said Rep. El senador Santarsiero y el representante Davis consiguen 2 millones de dólares para el proyecto de reurbanización de un almacén en el municipio de Bristol 

CONDADO DE BUCKS - 21 de noviembre de 2022 - El senador estatal Steve Santarsiero (D-10) y la representante Tina Davis (D-141) anunciaron que $2 millones en fondos estatales del Programa de Capital de Asistencia para la Reurbanización (RACP) se destinarán a un proyecto de reurbanización en el municipio de Bristol, transformando un espacio de almacén y creando empleos de construcción a corto plazo y empleos permanentes en el área.

"Este proyecto de reurbanización del almacén sería una adición bienvenida a Bristol Pike y el municipio, la creación de puestos de trabajo para la fase de construcción y puestos de trabajo permanentes una vez completado", dijo el senador Santarsiero. "Me gustaría dar las gracias al gobernador Wolf por apoyar mi petición de dedicar fondos RACP para este proyecto, que ayudará a crecer la economía local del municipio de Bristol."

Senator Santarsiero and Representative Galloway Secure $1 Million for Falls Township Fire Company Renovation

BUCKS COUNTY – Octubre 26, 2022 – State Senator Steve Santarsiero (D-10) and Representative John Galloway (D-140) announced $1 million in state funds from the Redevelopment Assistance Capital Program (RACP) for the renovation of Falls Township Fire Company No. 1.

“I’d like to thank Governor Wolf for supporting my request to dedicate RACP funds for the Falls Township Fire Company No, 1 project, which will provide the fire company with an improved facility to better serve the residents of Falls Township in emergencies,” said Sen. Santarsiero.  “I am incredibly grateful for the time and service of the volunteer firefighters who serve our community, and I enthusiastically supported the fire company’s application to ensure the company has an upgraded space.”

The project will include a large-scale renovation of the existing firehouse, originally constructed in 1958.  The funds will be used to help with demolition, the renovation of the existing structure, the construction of an addition to the building and a new building façade. Improvements will include areas for apparatus bays, administration space and storage, along with upgrading sleeping areas, showers, workout areas for physical fitness, radio communications, technology upgrades, training room and kitchen and day room area improvements, which are essential to attract and retain members now and into the future.

“Our firefighters put their lives on the line for our community on a daily basis, but for too long in Falls Township they have not had an adequate facility to work from,” said Rep. John Galloway.  “I’m pleased these funds will be used to upgrade the existing firehouse and add a new addition to the property, which will make it easier for the firefighters to do serve the community.”

“As we move towards our 100th year of operation, the current firehouse needs updating,” said Falls Township Fire Company President Michael McClellan Jr. “In order to serve Falls Township, investments are needed to update our facility with the modern amenities required to provide Fire Protection in the 21st Century. The upgrades will benefit our greatest assets, our members. Falls Township and the areas we respond to with our Lower Bucks Mutual Aid Partners, will benefit exponentially with the investment made by this grant.”

El senador Santarsiero consigue un millón de dólares para el centro recreativo de Doylestown 

BUCKS COUNTY – Junio 22, 2022 – State Senator Steve Santarsiero (D-10) announced $1 million in state funds he has secured from the Redevelopment Assistance Capital Program (RACP) for the Doylestown Township Community Recreation Center.

“I’d like to thank Governor Wolf for supporting my request to dedicate RACP funds for the Doylestown Township Community Recreation Center project, which will provide a place for residents and community groups to meet and will offer a variety of programs to keep people of all ages physically fit and active,” said Sen. Santarsiero.  “The community center will not only benefit Doylestown Township residents, but the broader central Bucks region.”

The project will include construction of a multi-use, public community recreation center on the municipal campus in Doylestown Township.  The recreation center will also include an indoor multi-function gym and classrooms.

“I am very excited for the township and very appreciative of Senator Santarsiero’s efforts,” said Doylestown Township Supervisor Barbara Lyons.  “The community center will serve not only Doylestown Township but the greater central Bucks community.  We believe in Doylestown Township that a hearty parks and recreation system results in a hearty and healthier community overall.”

Doylestown Township Supervisor Jennifer Herring also voiced enthusiasm for the funding, saying “Doylestown Township takes pride in providing excellent service to our community. With the $1 million RACP grant funding we will receive through the support of Senator Santarsiero and the hard work of our staff, we will be able to fund our Doylestown Township Community Center further. This community center will be home to programs designed to enhance the lives of people of all ages with sporting events, educational opportunities, and entertainment.”

La senadora Santarsiero consigue casi 2 millones de dólares para inversiones locales en ciencia y tecnología

BUCKS COUNTY – Abril 22, 2022 – State Senator Steve Santarsiero (D-10) announced nearly $2 million in state funds he has secured from the Redevelopment Assistance Capital Program (RACP) for two investments in science and medical technology to improve lives and grow our regional economy.

The awards are as follows:

  • Thrombolex, Inc.: $1,200,000
  • Bucks County Biotechnology Center: $722,500

“I’d like to thank Governor Wolf for supporting my request to dedicate RACP funds for these key investments to improve science and health outcomes,” said Sen. Santarsiero.  “These projects will help our region continue to grow as a leader in biotechnology and scientific research.”

Thrombolex, Inc., located in New Britain Borough, will use the $1,200,000 state investment to build out a warehouse facility to expand the manufacturing capabilities of the company.  Founded in 2016, Thrombolex, Inc. is engaged in the design, development, manufacture, and distribution of endovascular catheters used in interventional procedures.

“When I talk time and again about the potential we have in Bucks County to create a biotechnology corridor, I am talking about companies like Thrombolex who are on the cutting edge of discovery and development with a medical device to help save the lives of individuals with blood clots,” said Sen. Santarsiero.  “This investment will help grow and expand Thrombolex’s capacity, while creating jobs right here in New Britain Borough.”

“Receiving this generous grant from the Commonwealth will enable Thrombolex to expand manufacturing so as to meet the anticipated demand for our medical device, the Bashir Endovascular Catheter,” said Marvin Woodall, Thrombolex CEO.  “This catheter platform creates a channel for immediate blood flow through a blood clot to allow for precise and targeted delivery of clot busting drugs (thrombolytics) directly to the clot. Pulmonary Embolism is the third leading cause of cardiac death.  With this funding, we can now proceed with plans to meet the demand for our life saving devices. We are most appreciative of Senator Santarsiero’s support.”

The Pennsylvania Biotechnology Center (PABC) is a life sciences incubator in Buckingham Township dedicated to advancing biotechnology in Bucks County and the region by maximizing synergies between nonprofit scientists and their commercial colleagues and launching new ideas and discoveries.  The $722,500 will be used to build multiuser labs and teaching facilities in a newly constructed building.

“The continued growth and development of the Pennsylvania Biotechnology Center is attracting new and established companies to our region, putting people to work and helping build Bucks County as a biotech corridor,” Sen. Santarsiero said of the funds for the Biotech Center.

Timothy M. Block, president and founder of the PABC, said. “Sen. Santarsiero has been a great advocate for the Center and this further vote of confidence in us is very extremely encouraging. This support will allow the PABC to further expand our state-of-the-art research facilities for entrepreneurs from our area, to keep generating lifesaving innovations and, of course, to create new jobs. It also will help us continue to teach young people about science, research and entrepreneurship. The PABC is a world-class research center and this kind of support will allow us to maintain the momentum we’ve built in recent years.”

Senator Santarsiero, Representative Staats Announce RACP Grant for Pennridge Development Enterprises, Inc.

PERKASIE − Agosto 1, 2019 − State Senator Steve Santarsiero (D-10) and state Representative Craig Staats (R-145) announced the award of a $2,000,000 state grant for Pennridge Development Enterprises, Inc., to benefit the Pennridge Airport Business Park in East Rockhill Township and Perkasie Borough. This grant was awarded through the Redevelopment Assistance Capital Program (RACP), a Commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects.

The Pennridge Airport Business Park is one of the few Class A industrial park projects remaining in Bucks County in the I-95, I-78, and Pennsylvania Turnpike corridor. This grant will allow three undeveloped parcels on 89 acres to be developed in one of the three phases required to complete the project. The first phase will consist of all the infrastructure improvements for the Park, including major utilities and roadway improvements and construction of two new buildings on site.

“The economic stimulus this project will provide East Rockhill Township and Perkasie Borough will be far reaching and long lasting,” Sen. Santarsiero said. “This grant will create an estimated 2,700 new jobs and bring countless opportunities for growth in the surrounding communities.”

“I am pleased to learn that Pennridge Development has been approved for this generous state grant and I am excited about what it will mean to our district and its residents,” said Rep. Staats.  “The $2 million in RACP funding awarded for the Pennridge Airport Business Park project will provide substantial economic benefits to our area for many years to come through the businesses it will attract, the commerce that will occur and the many jobs it will create.”

“On behalf of Pennridge Development Enterprises Inc., I would like to thank Governor Wolf, Senator Santarsiero, and Representative Staats for their support of the Pennridge Airport Business Park through the Redevelopment Assistance Capital Program,” said Robert Brink, President of Pennridge Development Enterprises, Inc. “The Pennridge Airport Business Park, at full build out, is expected to consist of over 700,000 sq. ft. of Industrial Manufacturing space that will generate approximately $500M in total direct, indirect, and induced economic impact to the Commonwealth annually while supporting an estimated 2,700 jobs and $5.7M in annual tax revenue. We are grateful that the Pennsylvania State leadership recognize the value of this development and the positive economic impact it will have in Upper Bucks County and surrounding areas.”

RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. RACP projects are state-funded projects that cannot obtain primary funding under other state programs.

Senators Santarsiero and Tomlinson, Representatives Ullman and Galloway Announce RACP Grant for YMCA of Bucks County

DOYLESTOWN − Agosto 1, 2019 − State Senators Steve Santarsiero (D-10) and Robert Tomlinson (R-6), with state Representatives Wendy Ullman (D-143) and John Galloway (D-140), announced the award of a $2,000,000 state grant for the YMCA of Bucks County through the Redevelopment Assistance Capital Program (RACP), a Commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. The project includes two capital renovations in Doylestown and Fairless Hills.

The Doylestown YMCA branch construction project is a 25,000 square foot expansion that will include a universal locker room with private showers and changing areas for adults with special needs, families with young children and others who require more privacy, and a wellness center expansion and program space that will accommodate donor-supported wellness programs for veterans, cancer patients, pre-diabetics, young people, and more.

The Fairless Hills YMCA branch construction project is a 48,000 square foot complete renovation that will redesign the existing facility including a swimming pool, gymnasium, welcome center, group exercise studios, classrooms, wellness center, and administrative offices.

“I supported the RACP grant request because the YMCA of Bucks County provides residents across our community the ability to grow as individuals and develop lasting connections with their neighbors. I’m especially proud to have the Doylestown YMCA within my district,” Sen. Santarsiero said. “This grant will allow the Doylestown and Fairless Hills facilities to expand upon the exceptional services our community has come to expect from Bucks YMCA staff and volunteers. The YMCA of Bucks truly benefits all residents of Bucks County. That is why I will continue to work closely with my Bucks County colleagues in the state House and Senate – who joined me in supporting the grant for this important project – in discovering other opportunities to support the YMCA of Bucks County.”

RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. RACP projects are state-funded projects that cannot obtain primary funding under other state programs.
